David Cannon, a.k.a. Whirlwind, was a HYDRA agent sent to infiltrate the SHIELD base. He stole a special armor suit capable of generating extreme gusts of wind, and brought it back to HYDRA. Baron Zemo told him to wear the suit, so he could act as HYDRA's own super-powered minion. When Ant-Man and Wasp attacked the HYDRA base to get the armor back, they had to fight David, now using the code-name Whirlwind. David is currently locked up in SHIELD custody, and the suit is put away at a SHIELD storage facility.
